ACT Pre-Learner Licence Course
Your first step towards an ACT Learner Licence!!
The ACT Pre-Learner Licence Training Course is a mandatory, government-recognised course designed to prepare new and transitioning drivers for the responsibilities of driving on ACT roads. The course is suitable for local learners, interstate licence holders transitioning to an ACT licence, and overseas or international licence holders from countries that are not recognised for direct conversion, including countries such as India, Pakistan, Nepal, Srilanka, China, Bhutan, Philippines, and others who are required to complete the course and Knowledge Test. Delivered live online by ACT-approved facilitators, the course runs for 10 hours over two consecutive days or nights, with each session running for approximately five hours.

Before you book
- Be at least 15 years and 9 months old
- A device with Zoom capability (desktop, laptop, or mobile)
- Primary photo identification (passport recommended)
- Course and quiz booklets (provided)
- Pen and paper for note-taking
After you book
- You will immediately receive a payment receipt and booking confirmation with all your course details.
- Your course materials will be sent to you via email.
- If you do not already have Zoom, you can download it before your course.
- You will receive your Zoom invitation by email the day before your course, using the contact details provided during booking. On the day of your course, simply sign in to Zoom using the link provided to you.
To pass the course
- 1Complete all four learning modules
- 2Pass the Road Rules Knowledge Test — 35 computerised multiple-choice questions
- 3Score at least 50% on the included quiz
- 4Practice the Road Rules Knowledge Test before sitting the test. You can prepare and practise using the ACT Road Rules Knowledge Test practice tool.
After you finish the course
Take your Course Completion Certificate and Knowledge Test Pass Certificate to Access Canberra, along with proof of identity and residency, to be issued your Learner Driver Licence.

Frequently Asked Questions
What if I don't pass the Knowledge Test on my first try?
You get two free attempts as part of the course. Further attempts are $40 each, with a maximum of two attempts per day.
How is the course delivered?
Live online via Zoom, in a small group with ACT approved course facilitator guiding you through all four modules.
How old do I need to be?
You must be at least 15 years and 9 months old on the day of the course.
